Fed, major central banks cut interest rates
The Federal Reserve has cut a key interest rate by half a percentage point this morning to steady an economy teetering on the kind of financial collapse that America suffered in 1929.
Fed chairman Ben Bernanke and his colleagues ratcheted down their key rate by 0.5 percentage point to 1.5 percent. The action revives the central bank's rate-cutting campaign which had been halted in june out of concerns that those low rates would worsen inflation.
Since then, however, economic and financial conditions have dangerously deteriorated, forcing the fed to reverse course.
The fact that the fed felt it couldn't wait until its regularly scheduled meeting on October 28-29 underscored the urgency of the situation. The Fed took the action in a coordinated move with other central banks, which also were cutting their rates.

High speed crash sends man to jail
One man is in custody this morning after a late night chase.
Police say an officer tried to stop Dodge for a suspected DUI on Americana Boulevard when the suspect 32-year-old Luke Ledford drove away.
Officers say they followed Ledford to the Fred Meyer parking lot on Orchard and Franklin.
Officers say they followed Ledford before he intentionally rammed a patrol car, slightly injuring an officer.
Ledford then headed eastbound on Franklin to Curtis and Irving.
Police say Ledford speed up to 60 to 70-miles-per-hour, traveling into the valley near the University, then went back up to the bench where the suspect was stopped using a pursuit intervention technique or a PIT maneuver.
That's when patrol car comes alongside the back of the suspect's car and turns in to it causing it to spin.
"What you look for in the PIT maneuver is you want to have a wide roadway. You want to have very little traffic. You want to have slow speeds and this was actually a perfect location for that. A nice wide road here on Curtis and there was no other traffic at the time the PIT maneuver was used," said Lieutenant David Adams with the Boise Police Department.
Ledford was arrested on multiple charges including aggravated battery on an officer, aggravated DUI felony eluding and misdemeanor for driving without privileges.
